Haing Sokserey is a Director of Project Innovation and Program Development Department of the General Secretariat of Digital Economy and Business Committee (DEBC).  Sokserey holds a Master of Computer Science from Heidelberg University (Germany) and Maastricht University (Netherlands) in 2011, a Bachelor of Computer Science from Royal University of Phnom Penh (Cambodia), and a Bachelor of Education in English from the Institute of Foreign Languages (IFL) in 2003. He is a former Deputy Director of Personnel Department at the General Secretariat of the Ministry of Economy and Finance (2015), an Actuary Assistant Intern of Financial and Actuarial Service of International Labour Organization (ILO) at United Nations Geneva (Switzerland) (2012) and a former Deputy Chief of IT Division of National Social Security Fund (NSSF) at Ministry of Labour and Vocational Training.

       Currently, Ung Chansophadunn is a Public Relation Officer at the General Secretariat of the Digital Economy and Business Committee. He graduated from CamEd Business School, majoring in Account and Finance, along with Certified Accounting Technician Program. He used to work as a Supporting Officer at Techo Startup Center. Furthermore, He used to work as an Audit Associate at EY Cambodia and an Audit Associate at PwC Cambodia. Moreover, He also worked as a Managing Partner & Office Manager at Neteakhek Creative Solutions. 

       Thal Sothavy is a Public Relation Officer at the General Secretariat of the Digital Economy and Business Committee. Sothavy holds a Bachelor’s Degree in Global Affairs from the American University of Phnom Penh in 2022 and a Bachelor’s Degree in Professional Communication from the Institute of Foreign Languages (IFL) in 2021. She previously worked as a Content Writer and Researcher at Bamnang Creative Innovation, a Statistics Tutor at AUPP Learning Centre, and an Editorial Assistant Intern at VOHAR-Strategic Sight Center.

Pen Raksmeypich is the Administrative Officer at the General Secretariat of the Digital Economy and Business Committee. He graduated with a Bachelor's Degree in Banking and Finance from ACLEDA Institute of Business in 2020 and is pursuing a Master's Degree in Economics at the Royal Academy of Cambodia. As for work experience, he worked in the National Committee for Sub-National Democratic Development Secretariat (NCDDS) of the Ministry of Interior as an administrative assistant for the Land Allocation for Social and Economic Development II Project (LASED II) (2019-2021), then as a contracted officer for information technology support services of the General Department of Taxation for six months (2021-2022).

Viranuth is currently the Deputy Director of Administration and Human Resources  under the General Secretariat of the Digital Economy and Business Committee. She holds Bachelor's Degree in Accounting and Finance from CamEd Business School and a Bachelor's Degree in International Relations from the Institution of Foreign Languages, Royal University of Phnom Penh. Prior to her current position, She was an External Auditor at PwC Cambodia and Accounting Intern at the US Embassy in Phnom Penh. She is currently pursuing a Master's Degree in Accounting and Finance.

      Currently, Mr. Kea Sinat is in charge of Software Engineer and he had worked as a  Web designer and Developer at the General Secretariat of the Digital Economy and Business Committee. He graduated with a Bachelor’s Degree in Informatics Economics from the Royal University of Law and Economics in 2018. From 2018 to 2022, He worked as a Librarian at the Library of Royal University of Law and Economics in the Technical Support and Web Developer position to support library development.

      Vanlik is currently a policy researcher under the Digital Economy and Business Committee, where he helps draft policy concept notes on Digital Economy Agreements and Government data initiatives. Prior to this, he worked as a PFM specialist at the General Secretariate of Public Financial Management Reform Committee (GSC) of the Ministry of Economy and Finance and as a research data analyst at the Ministry of Education Youths and Sport. Vanlik used to work as a research assistant for two years at Kindai University in Japan and as an intern at Cambodia Development Research Institute (CDRI) during his undergraduate study.

He obtained a Bachelor's Degree in Economics from Kindai University under the Japanese government scholarship (MEXT). He pursued a Master's Degree in Economics at Toulouse School of Economics, France, with support from the French Government's Eiffel Scholarship.

       Ngoun Chivoun is a graphic designer under the "Talents for the Digital Economy" framework at the General Secretariat of the Digital Economy and Business Committee. Chivoun graduated with a bachelor's Degree in Business Administration from the National University of Management in 2017. Previously, he worked as a graphic designer and Motion graphic at Luxelite Group. 
 

      Eourn Sovanbodia is currently a Graphic Designer under the "Talents for the Digital Economy" framework atthe General Secretariat of the Digital Economy and Business Committee. She graduated with a Bachelor's Degree in Design from SETEC INSTITUTE in 2020. As for work experience, she worked as a Graphic Designer at Borey Peng Heng (2020-2022) and THH Import Export CO., LTD (2019-2020). 

Sophanith is a Digital Technology Manager at the General Secretariat of the Digital Economy and Business Committee under the "Talent for Digital Economy" Program. He holds a dual degree of Bachelor of Business / Bachelor of Information Technology from the University of Newcastle, Australia.

In 2020, he joined the Student and Staff Insight team as an Application Analyst Intern in adopting appropriate machine Learning technologies to provide a deeper insight for improving the student and staff experience on campus.

In 2021, he joined ABA Bank as a Project Management Officer at the Card System Division, where he co-managed projects associated with system updates and testing, payment gateway testing, the adoption of DevOps platforms and policies, and others.

Sengfai is currently working as a web design and development officer under the "Talents for Digital Economy" program at the General Secretariat of the Digital Economy and Business Committee, Ministry of Economy and Finance. He holds a Bachelor of Engineering in Computer Science from the Institute of Technology of Cambodia 2019.

Davin is a Training Dissemination and Coorperation Officer at the General Secretariat of Digital Economy and Business Committee. Davin graduated with a Bachelor's Degree in Accounting and Finance at CamEd Business School. Davin worked as a marketing officer at Pointer Property for 2 years.
