To ensure the acceleration and development of the digital economy and social welfare of Cambodia, the Royal Government has established the "National Digital Economy and Society Council". The council is responsible for leading, facilitating, and fostering the development of a vibrant economy and society by laying the digital foundation, adoption, and transformation of all social actors, including states, citizens, and businesses.

The National Digital Economy and Society Council has three committees that are responsible for technical tasks. The committees are:
1. Digital Economy and Business Committee
2. Digital Government Committee
3. Digital Security Committee
Among those three committees, the Digital Economy and Business Committee fulfills its function as the technical supporting factor to the National Digital Economy and Society Council on economic, business, and social plans in leading, coordinating, and accelerating the development of the digital economy, business, and society in Cambodia.
DEBC’s Role and Responsibility
The Committee is responsible for leading, preparing, coordinating, monitoring, and evaluating the implementation of policies, strategies, measures and action plans, and investment in the development of the digital economy, business, and society. In addition, this Committee is responsible for leading, organizing, and coordinating public investment related to the development of the digital sector, as well as responsible for supporting the council in monitoring and evaluating the implementation of this policy framework.
